The monograph examines how the development of artificial intelligence is reshaping the conditions for the protection of human rights in international law. It focuses on the risks associated with algorithmic decision-making, digital surveillance, the opacity of artificial intelligence systems, and the growing influence of private technology actors.

The book analyses universal and regional regulatory frameworks, including the approaches of the United Nations, UNESCO, the OECD, the European Union, the Council of Europe, the African Union, and the Organization of American States. Particular attention is paid to the shift from non-binding principles to binding legal instruments, especially the Artificial Intelligence Act and the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law.

It raises the question of whether existing international human rights law is capable of responding adequately to the challenges of the digital age, or whether the protection of human dignity, autonomy, equality, and freedom requires new legal approaches.

The monograph is intended primarily for experts, the academic community, students, and all those interested in the legal regulation of artificial intelligence and the future of human rights protection.

Monografia skúma, ako rozvoj umelej inteligencie mení podmienky ochrany ľudských práv v medzinárodnom práve. Zameriava sa na riziká algoritmického rozhodovania, digitálneho dohľadu, netransparentnosti systémov umelej inteligencie a rastúceho vplyvu súkromných technologických aktérov.

Publikácia analyzuje univerzálne aj regionálne regulačné rámce, vrátane prístupov OSN, UNESCO, OECD, Európskej únie, Rady Európy, Africkej únie a Organizácie amerických štátov. Osobitnú pozornosť venuje prechodu od nezáväzných princípov k záväzným právnym nástrojom, najmä Aktu o umelej inteligencii a Rámcovému dohovoru Rady Európy o umelej inteligencii, ľudských právach, demokracii a právnom štáte.

Otvára otázku, či existujúce medzinárodné právo ľudských práv dokáže primerane reagovať na výzvy digitálneho veku, alebo si ochrana ľudskej dôstojnosti, autonómie, rovnosti a slobody vyžaduje nové právne prístupy.
